They are supposedly subject to large penalties if found to be non-compliant? All you have to do is complain loudly enough to the appropriate body - in theory - and action will be taken. In reality I think things have not worked out that well, but judging from the Lightsquared fiasco, the EEC is not alone in having problems of this nature.
