I think you will find it is the processor is the problem.

I think some of the newer PIC24 devices with very low core voltages will do=
 what you want. IIRC the just out PIC24E devices have a 1.somethingV core, =
and I have a feeling some of the slightly less recent ones do too. The 24FJ=
64GB004 family is shown to operate to 2V when you run Vdd and Vddcore at th=
e same voltage.
