EditPadPro has been my text editor for more than 10 years - and it just
keeps getting better.  The 'Pro' version is $50 (there is a 30-day free
trial).  There is a freeware 'Lite' version, but I'm not sure it does Hex.
 The Pro version has over 20 preconfigured file formats and is readily
configurable for others.  Regular expression search and replace in hex.
 zillions of other features.
