No. I have a location, which has _only_ 120V available, which has 3 fixtures each of which contains 2 of the 8' single pin tubes. They've run fine for several years (no tube changes). I have never had to dig inside to see what type of ballast they use (they're hanging near a 12' ceiling, i.e. difficult access). Every case where I've worked with fluorescent lights in US office buildings (multi-story commercial), the fixtures are wired to the 277V supply (1 hot leg to neutral of a 3-phase 480V system).
