Well, that would be the reason - isolation is in the form of a series=20 resistor with the rest of the circuit, chosen to still permit operation=20 of the circuit in normal cases, but still allow the ICD programmer to=20 drive the pins regardless of the situation. Unfortunately, with the=20 4.7K to ground, well, the voltage divider effect took effect.... Quick snap open of the PICKIT2, and removal of the offending '472'=20 resistors and all is well.
