Yes, unfortunately it all depends on the cell matching for the cells to all be close to the average. And depending on the cell quality and whether they are all from the same batch, even if you match them when new, the match after a few cycles can be bad enough to start injuring the pack. I imagine this is when it really helps to be a big enough customer that the battery manufacturers will work with you.
