Foxes avoid dogs, perhaps you can borrow one and walk it twice a day on one of those extendy leash reels. Human urine, believe it or not (!) is somewhat effective. I'd suggest using a container rather than the original dispenser if these lots are public. Do not use a trap. You will get tired of catching every other species of animal, skunk, cat, possum, raccoon, rat, etc. And most animals go crazy in a trap so you need to let them out as quickly as possible before they hurt themselves trying to escape. Yes, they can hurt themselves in a humane trap. So you need a wireless doorbell from the trap into your house. But basically I would suggest only using a trap if you have animals under or above your house. It is a lot of depressing work in the middle of the night. And you will be training raccoons to be trap-shy, so they become more of a nuisance. I had skunks under the house so I had to do it. And it was miserable work. Dogs. Urine. Good luck!
