How it works is if you make a claim, you need to back it up.  So what's the

Yet another free-energy device, so that's where your 1W laser gets it's
magic from, it's an over-unity device that extract power from the quantum
foam as it pass thru the atmosphere.  Awesome and dandy.

I found the patent, and as expected it's good for a laugh.  You do realise
they'll hand out a patent for just about anything, don't you?  It doesn't
have to work.

The biggest laugh was from this wonderful little chunk:
