Desperation measures (no, not vertically sliced coke cans).

Canyou mechanically load it and tap until it works and then load it up
with a spring loaded "effector" to keep it pressed against teh PCB or
stressed in a fixed direction.

One could imagine a clamp across the IC and bolted into existing holes
or new ones and with stiff rubber or a spring providing loading.
Nice? No!
Would work? Maybe
Worth trying. Maybe.
