As he indicates that it IS an issue, IF the business is full time then it's more an indication of your impressions than his reality. Simplistically: the incremental value has to be say $1500 - $2000 per year higher to justify it. As the cheap package probably does 80% of what the dear one does for practical purposes (the mythical 80:20 rule) the improvements would have to be substantial indeed to justify it. If PCB layout was an all day every day activity then it would be justifiable in almost any situation. If PCB layout is under about 10% of total activities then "the developed world" would have to wait another year. Maybe they pay better in Singapore than in the the UK :-). (Entirely possible).
