You may already know/have tried the following, but just in case:
With the above, did you recompile after you set the bits in the settings?
If I remember right, you just have to program after setting them, rather=20
than rebuild and program.
You get that pop up box telling you that the settings will override your=20
code *until* you rebuild the project.
