But, 2 x TL431 , one for HV and one for LV would form the core of a charger and end of battery capacity termination. ( US 1.8 cents each in China in 10,000 or so volume - "slightly more" from Digikey.) The HV one can eg turn off a high side PNP by clamoing its driver when Vbatmax is reached. Low side one transits from ground to o/c on cathode when Vbat falls to low. OR a single TL431 and a few opamp sections (Many reference diodes would be fine - I say TL431 because it is usually cheap and available. Possibly the world's most used IC. Also possibly the cheapest.
