Digging around a bit, I found this  web page (
http://www.webexhibits.org/daylightsaving/b2.html ), which covers the US
and Europe. It has some javascript for figuring out the days the time
changes in different years. Maybe I can figure out how it could be adapted
to use a user supplied rule for when the time change is. Their code looks
pretty simple.
