The person who asked me to make this modulator has found some
construction plans on the web and is going ahead without my assistance.
Apparently the method he found uses single high-frequency AC

He insists that these plans, which BTW he has no trouble believing are
anonymous because the oil companies would hunt the author down,
will produce enough H2 and O2 to run a car on water alone. Excess
energy of course recharges the battery which supplies the "heavy"
current needed to crack the water

ie if you reclaim the exhaust water, a perpetual motion machine

I've asked him to report back. My guess is that he will produce
some gas, enough for an occassional power boost to the gasoline
perhaps, but will ignore the nett energy loss and say that it works

Engines aside, if this overunity device worked then industry would
not still be using other, energy-intensive, methods to make H2 and
O2 in commercial quantities

And you'd be able to buy them if it weren't for those vigilant evil oil
barons with their fleets of black vans
