I have a hunch about a solution, it could be tried:

Start IExploder as a non privileged user and Explorer (file) as Admin. Navi=
gate
to your site etc then copy the presumably locked file with the Admin mode
explorer. It might work, and it might not. Windows permissions are a hazy m=
aze
governed by policies, the time of day and the rupee exchange rate. I once h=
