That's probably because you weren't around 10 years ago to remember how the
PIClist used to be.  Scan thru the archives from around 2000 and you will
see much more on-topic discussion.

But that's the real question, should they be?  Does having OT hurt PIC and
EE discussions.  I think yes, but of course that is impossible to prove.
The facts show a decline in the PIClist and OT being created.  We can only
speculate on cause and effect.

I do notice that while the admins try to keep PIC and EE clean, nobody is
paying attention to the equally damaging PIC and EE topics misposted in OT
by lazy people.  That forces people to make a choice about whether to miss
out on some legitimate list discussions or open the floodgates to lots of
off topic banter with some legitimate discussion mixed in.  It seems to be
that just the existance of OT encourages, probably guaratees, this.
