Cobian is completely free, and Paragon=20 has a decent free version. They use VSS (Volume Shadow Copy) to copy the locked files as far as I=20 am aware. I use them both and they both work well. Paragon is the more=20 professional, with disk imaging and file backup, plus clever things like=20 differential/incremental backup to an image (as opposed to files) Neither are very hard to start using.
