That's not important. That's the wrong question.

A Flip flop can be used as a counter or register / latch or generate=20
phase differences
Verilog or VHDL lets you easily specify latches /registers/counters etc.=20
The synthesis may map these to real registers or latches in the FPGA or=20
LUT / RAM or whatever. Most output pins can utilise associated physical=20
latches/flip-flop/registers as this is common need.
