Quality and initial functionality can be almost orthogonal. It is highly likely that cheap Peltiers are not top quality. It is less certain that all dear Peltier devices are good quality. Peltier efect devices depend on the mechanical, thermal and electro chemica= l behaviour of the material. Intercell links are soldeed and the cell is subject to large thermal stresses and high current densities.
