I have an issue with the Xilinx Spartan 3E Starter Kit on-board
USB JTAG. It is enumerated fine and recognized by Windows
XP SP3 as the Platform Cable USB. But Impact (from Xilinx
ISE Webpak 13.1) failed to detect it.

The only thing I found a bit relevant is this topic. The Xilinx
employee says "The 13.1 software will continue to support
the original Platform USB Cable. There is one small caveat,
the firmware must have been updated to the latest version in
the 12.x tools in order to continue working with the
13.x software."

However, a standalone Platform Cable USB (not the latest
Platform Cable USB II) works just fine under 13.1. It has
not been used with 12.x. So the above thread  may not
really apply here.

Any one has a similar board and similar problem?
