That's not right.  A 2N3055 has low gain, but it should still do about 10x,
which would require only 200mA base current at 2A battery drain.  Are you
sure you're running it at a high enough voltage so that most of the current
is coming thru the collector of the 2N3055?  It sounds like the feedback
system is trying to compensate by dumping lots of current thru the base.
