xwisp (the PC software for my Wisp648 programmer) can be commanded to=20
read a hex file, modify one or more addresses, and write the result back=20
to a hex file. Note that no programmer hardware is involved.

If you want to roll your own: xwisp is written in python, the source is=20
available. Even without any code to start with: reading and writing hex=20
files is not that complex.
