EAGLE will output various forms of HPGL via its CAM processor. You may have to spend some time making sure that its idea of your "pen =20 width" matches your plotter. Most of the milling-based PCB makers (LPKF, TTech) apparently use =20 HPGL, so the utilities that come with them will input gerber and =20 output hpgl (at least, this is true of LPKF CircuitCam 3.x) I would =20 expect this to be true of a bunch of the hobbyist (open source) =20 milling software as well.
