I've limited experience of eagle, but have seen enough open designs from dangerous prototypes that are of a high standard. You can still produce sloppy bad designs with the high end tools. I suppose they are just setting the entry bar for their customers fairly high. If business is that good and they can afford to do that, that is their choice.
