Even if you don't have a functioning website, owning the domain name is worth it to keep it out of the hands of domain squatters. Otherwise if you get even mildly known people will post a link farm with your name. Wholesale cost of a .com is about $7, that means if they can get $7.01 in ad clicks a year it's worth it to them. So getting your domain name is a form of protecting yourself, get it first so you'll have it.
