MCLR should never be left floating.  That will cause seriously unpredictabl=

behavior.  Some PICs have internal pullups on MCLR.  On this PICs and when
that pullup is enabled, you can leave MCLR unconnected.  But note that it's
not floating in that case either due to the internal pullup.

10kOhms pullup on MCLR will not interfere with most programmers and
debuggers.
