I think it is because that company decided it was a hassle ahead of
time.

Dealing with it in California is no big deal, you have a line in your
sales tax forms for materials moved one way, and one for materials moved
the other. No more hassle than any other part of the accounting process.

Some states have no sales tax, even easier :)
