It is not a substitute for TortiseSVN or the svn command-line or whatever, but is an alternative way to query the repository and write documentation that references the repository. Personally, I find TortiseSVN unpleasant to use. I am not sure how to do things like moves, copies, and merges with it. And it makes it too easy to check in intermediate / generated files accidentally.
