Unless you are trying to learn microcontrollers and are interested in the long slog ahead making something that works, you might be interested to know that industrial temperature control units are only about $30[USD] and are available around the world from a variety of places. All you need to add is a heating unit and power. Here is one example: http://hackaday.com/2010/11/06/hacking-together-a-sous-vide-cooker/ The controllers are often called PID controllers. If you do want to do it on your own, there are many PIC temperature control projects on the internet you can used for inspiration.
