Although of low amplitude, the two second thermal cycles could mechanically stress the filaments, defeating your idea of running the bulbs below their rated voltages. I think it would be better to use a TRIAC and control the conduction angle or at least skip some half-cycles. It would be less noisy also. The idea of the light bulbs is very good, because with the device open the temperature would stay at a safe lower level.
