Try running up and down it (the scary bit is the down) - there's an annual race, which just happened to be on when I was visiting Dunedin for a couple of days (despite my girlfriend's suspicions, it really was a complete coincidence). Though my understanding is that's "steepest street" with the definition of street being somewhere people live - I'm sure there are steeper bits of tarmac around.
