Control Panel\Appearance and Personalization\Personalization

"Screen Saver" icon is on the bottom right of the dialog.  You can change
the properties from there

If you want another way then open a Run box (Windows Key+R) and execute
"control desk.cpl,ScreenSaver,@ScreenSaver"

I think there are at least 3 other ways to get to the same thing
