That's interesting. Batteries should OVER charge long term. What is the panel voltage in full sun? If the panel has not degraded markedly it should be able to charge the batteries fully. It will float them to above 1.5V each based on the webpage that I mentioned. And charge current is (or was) 50 mA +. The panel looked like polycrystalline silicon. What is PV panel peak current in bright sub. Short circuit panel with ammeter. Do it on the panel side of the blocking diode (other side shorts batteries).
