For large numbers of regular item, like the 20 SMD pads of this chip, I use a program I keep just for this purpose that writes a Eagle script. I just checked, and it wasn't previously included in my Eagle Tools release, so I have now added it. After installing the Eagle Tools release from http://www.embedinc.com/pic/dload.htm, the source template and at least one example will be in EAGLE > SCR > SOURCE. How do I quickly rename pads? This could be a two step process because Eagle won't let you rename a pad t= o a name that another pad already has.
