If I remember right, few years back as a result of the tainted dog food
scandal (or was that the tainted Heparin scandal, or one of the various
others), they picked a scapegoat or two and made a public show of executing
them.  Brutal, but I think it made the point rather well.  Kindof like
Hitler solved the nighttime buglary problem in Berlin.

Now if they would only do that once in a while for fraudulent battery
manufacturers...
