The simplest explanation is said "to be preferred", and not "probably the right one". The implications of that "small" difference can be debated ad nauseum, and are being :-). It seems to me (FWIW) that even though simplest may indeed all too often be inappropriately equated with "the one I'm most comfortable with", it is often easy enough to properly discern which choise is 'simplest[' in the sense that Occam would have probably intended. In the case of Napoleon Solo having either a synthesised poynting vector antenna or an invariably available relay station, I think a committeee should be convened to render a decision.
