The best PIC debugging environment is still the simulator if your inputs ar= e simple and you can simulate them well enough. Second is one of the real ICEs, like the ICE2000 or ICE4000. Unfortunately these are no longer supported for new chips. Third is the RealIce. I think RealIce and ICD3 are mostly the same electronics, with the RealIce having a few extra capabilities. If you're doing this professionally, the difference in price is noise, and you should go with the bestest tool available. Also if you're doing this professionaly, you likely don't pay anywhere near list price for these tools. The RealIce isn't bad, but the one thing it's not is a real ICE.
