Those are just as bad. Probably the leakage current is pinning them to one rail or another. Just because you happen to get away with it at that temperature, voltage, capacitive coupling to other signals, phase of the moon, and proximity to particular species of dead fis= h doesn't make it a good idea. It's a good idea to make all unconnected pins outputs and drive them low.
