No, it's just that you're making it so.  Again, 4 batteries in series with
no regulator at all will likely do what you want.

If you're going to do that, you might as well use 5 or 6 batteries then.
That way you get more energy storage, less stress when delivering 5W, and
even the battery empty level is above the output level so that you're alway=

dropping voltage.  A simple continuous mode buck switcher should do it.  Yo=

will still need the low battery level cutout though.
