That is completely different. That is a situation where YOU have requested a service, and are billed for it. This is a situation where you have PAID for a service, the other end decided not to pay their share, and the service provider decides to send you the bill hoping you'll pay for it, although they know you have no obligation too. Again, this is common, I've been in these sorts of situations a few times, it doesn't hurt for the company to make the request, so they do it in order to not have to swallow the loss themselves.
