Is brownout detect enabled? If not try that and see what happens. Also enable the startup timeout if this PIC has one. Try putting a small cap on MCLR, like 100pF. Even if these things don't fix the problem, any change i= n symptoms may shed light on what is going on. Watch Vdd on a scope and see what's really happening.
