Voltage measurement is done with a discrete R2R ADC using a counter instead of an SAR register. Lots of parts with accumulating inaccuracy. A single SPI chip would be good if the ADC on a chip is not sufficient. Same on the current control. It's a build it yourself R2R DAC. I'd probably use a PWM output of a PIC driving a FET and a fixed resistor as the load. Adjust the duty cycle to set the average discharge current.
