It can be perfectly smooth coming out of the duct, but it's going to become turbulent a short distance after that anyway. That's why all that hype about smoothness is silly. There is a equation that describes exactly this that relies on the Reynolds number, but I don't remember the details. I'm sure a quick net search will yield many copies.
