If it's just for you or manufacturing config (not end user), then you can
use solder bridge jumpers.  I have attached a Eagle script jump of such a
jumper from one of my libraries.  The jumper is basically two halves of a
circle with just the right spacing with solder mask between them.  It's eas=
y
to make a solder bridge or open one with a soldering iron.
