Probably tongue in cheek. :) I travel world wide a lot with work (a few 100ks of airmiles) and carry prototypes and dev boards in hold and hand luggage. An odd time (1 in 10) I have been quizzed going through US Customs (Not security). But then a number of our flight cases look heavy duty metal (Aluminium frame, sliver coloured ply panels) and locked (Approved locks for Air travel :) ). All our PCB's have our company logo and we always carry business cards so its easy to associate everything with the company. A basic rules for us is never say it is RF electronics, as you then have to explain the purpose and further questions. But you can say Wifi or Bluetooth (which they are). The longest time I've had with customs is when one of our dev boards had a large touch screen and I told the customs guy it was basically a phone, this must of triggered a set of questions and after a 5 min confused discussion he asked... 'Can I just put down electronics on the form?'. I've never been stopped departing, even through XRay, I'm sure my laptop bag looks suspect. The only thing was at the height of security scares, they wanted to see the laptop boot, and did not care for the masses of random boards with LiPo small batteries. All this makes me think they know exactly what they are looking for and can tell the difference between a usb stick with a battery and WMDs Although I'm curious if others have had problems.
