I believe "X" came from not originally knowing the version number the rewritten MPLAB would have. I think it's now been decided to be version 10(?). As for the engineering bit, it seems to me that the engineers are generally for it, and I'm confident that the decision was made by competent people like Joe and Derek, even if I don't agree with it. I think there were two primary motivations: to support other platforms and that the existing code was getting difficult to maintain.
