Well, skimming it, I did not see the "basic premise."  But a Linear
Technology has a simple MPPT system where they regulate the INPUT voltage
to the regulator. The switching regulator switch control uses feedback
from the input voltage instead of the output. This supposedly is pretty
close to MPPT.
