At a minimum the worst case is a short circuit or very nearly so. Very dead cell etc. You'd seldom need to deal with more than one of these at a time. Complete shutdown or fold back or very low trickle would deal with this. Constant current alone is maybe not enough without a diminishing level with diminishing voltage, as the Wattage adds up. Short of making allowances for terrorist attack or the sky falling, the worst case realistic situation is reverse polarity connection :-). Presumably there will be battery plugs that prevent this (or make it harder). It if can be done it will be done, and if it can't be done Murphy may decide to find a way :-). That's not hard to deal with but can add annoying complexity. Current limiting alone may deal with it.
