My off the cuff knee jerk reaction is that I wouldn't want something to be hotter than 120F (49C) where a user can touch it by accident, and 100F (38C) if it's meant to be held. Unless of course, as Russell said, the device is intended to be hot, then higher temperatures might be acceptable. If you've got a purely electronic device that is a unintentional heater, then even 100F could be a marketing problem. How would you feel about a hand held scanner, for example, if it routinely got up to your body temperature?
