Your measurement is incomplete.

The resistance of the water heavily depends on how many ions there are.
Coming straight out of the tap there are likely very few ions. Sitting
on your keyboards electronics, slowly evaporating there are likely tons
of ions.

Even so, at 2.5Mohms that's likely enough to possibly prevent an
oscillator to start up.
